Liu Bei (Xuande) was a royal relative of the Han emperors, living as a commoner in his early life before taking arms during the Yellow Turban Rebellion and eventually founding Shu Han after the Eastern Han dynasty was overthrown by Cao Pi, who founded Wei.

He was the focus character for Romance of the Three Kingdoms, where he formed sworn brotherhood with Guan Yu and Zhang Fei.

His Shin Sangoku Musou counterpart was known to look rather plain and unremarkable (and older) until the more recent games circa 2015.
