When one of your images gets manually deleted, it will take 5 of your slots for the next 3 days.
So you have 4 pending and one recent manual deletion, so 4 + 5 = 9

Is that a new rule? There was no same cases before.

No. Manual deletions are very rare, so that's why you haven't encountered them. A manual deletion refers to something that when a user with level of Approver or above deletes the image, rather than the image automatically getting deleted after 3 days have passed.
