The issue with this immediately is that a lot of implications have zero tags in either the antecedent or consequent tag on this site, which means they'll be cleaned up by the tag implication retiring job. I could disable that job if you think it's unnecessary, or we can just not make implications or aliases or zero-post tags.

That really depends. Would the benefits of importing a bunch of zero-post tag implications/aliases outweigh the benefit of disabling the implication retiring job? The site's still rather new so there's likely going to be many tags that won't see any posts for a good while, if ever.
On the other hand, thinking about all of the implications/aliases that will be needed feels daunting so... maybe it would be convenient.
